Does the Natural 20 solar control window film mean that you cannot see in unless the indoor lights are on, like darkened windows on cars?

It’s not a true one way vision film. It’s designed to have a low reflection whereas the best one way vision films are high reflective which you can find here. However, the film will provide a somewhat one way vision effect depending on the lighting conditions.
